To decode P5 UETR/CTR/GPEH

Same as for P4 UETR/CTR, use either GPEH or UETR flag, e.g.
decoder.pl --uetr uetrfile.bin | decoder.pl --extern
or
decoder.pl --gpeh uetrfile.bin | decoder.pl --extern
Note that you have to pipe the output to "decoder.pl --extern" in order to decode the embedded signalling messages such as NBAP,RRC,etc.
To decode P4 UETR/CTR

decoder.pl --uetr uetrfile.bin | decoder.pl --extern
To decoder P4 GPEH

decoder.pl --p4 --gpeh gpehfile.bin

Measurement
===========
1) INTERNAL_MEAS_TRANSPORT_CHANNEL_BER
Transport Channel Bit Error Rate measurement on Dedicated Channel (DCH) after radio link combining. Every fifth TTI, the rate is recorded for the uplink TrCH BER.
2) INTERNAL_MEAS_TRANSPORT_CHANNEL_BLER
Transport Channel Block Error Rate on Uplink DCH. Measurement is sent every 10th second. Number of Transport Blocks and Number of Faulty Blocks.
3) INTERNAL_MEAS_RLC_BUFFER_INFORMATION
Sent every 10th second.
