| This exchange property controls whether on-demand PDCHs will be treated as idle or busy for dynamic HR allocation and TCH packing functions (that is HR packing and DYMA), Cell Load Sharing, Subcell Load Distribution and GSM - UMTS Cell Reselection and Handover.

| The variable consists of 16 bits, however only 4 of them have significance, the rest is always 0.
|
| Bits B0, B1, B2, and B5, specify the priority between GPRS and the CS network for the three load regulation functions (see below).
|
| The significant bits are defined as follows:

| B0 - Dynamic HR allocation and HR packing priority
|
|
| B1 - Cell Load Sharing priority
|
|
| B2 - Subcell Load Distribution priority
|
|
| B3 - Spare
|
|
| B4 - Spare
|
|
| B5 - GSM - UMTS Cell Reselection and Handover

| Note:
| If pre-emption is restricted by exchange property PDCHPREEMPT, it is recommended to set B0, B1, B2, and B5 equal to 1 to achieve a better result from the corresponding load regulation functions.

| The value is given as a decimal number, where only the significant bits (0,1,2,5) are taken in consideration. Bit value has the following meaning:

| 0
| Allocated on-demand PDCH will be counted as idle Traffic Channel Full Rate (TCH/F) when traffic load is calculated in the cell.

| 1
| Allocated on-demand PDCH will be counted as busy TCH/F when traffic load is calculated in the cell.
|
| Default value: 0 for all bits
|
| This exchange property is owned by the blocks RNLCT and RNTCH.
