Wait for 15 minutes before testing the activation of Fast Moving MS Handling in Macrocell because the parameter is valid only after 15 minutes.
2.Disable the umbrella handover in the source cell (cell 1) (EHG).

3.Check that the destination cell (cell 2) is defined as an adjacent cell to the serving cell (cell 1) (EAO).

The parameter adjacent cell layer (ACL) defines the adjacent cell layer in relation to the serving cell (cell 1). In relation to the serving cell, the adjacent cell can be defined as:

When the slow moving mobiles are required to be handed over to the lower layer, the destination cell (cell 2) is defined as a lower layer cell. The serving cell should be in the upper layer.
6.Set the Fast Moving Threshold (EAM).

The parameter fast moving threshold (FMT) differentiates the fast moving and the slow moving mobiles. If the mobile moves so slowly that it is able to make more adjacent cell measurement reports from the lower layer cells than defined by the FMT parameter, it is considered a slow moving mobile. If the other criteria for the HO target are fulfilled, that is, if the value of the HO level umbrella parameter is exceeded, a slow moving mobile is handed over to any of the adjacent cells in the lower layer. Setting the parameter value FMT=30 means that the mobile is handed over to the cell 2 when more than 30 adjacent cell measurements are received from the mobile and the mobile has stayed long enough on the coverage area of cell 1.
7.Set the Microcell Threshold (EEM).

When Fast Moving MS Handling in Macrocell is activated, only hand-held mobile stations are handed over to the lower layers. When you activate Fast Moving MS Handling in Macrocell, you must check the definitions of the power capability. Set the Microcell Threshold to be more than or equal to MS Power Capability. Use the parameter GSM microcell threshold (GMIC) for the GSM 800/900 cells and the parameter DCS microcell threshold (DMIC) for the GSM 1800/1900 cells.
