The enhanced Multi-Level Precedence and Pre-emption (eMLPP) service enables the operator to give high priority Circuit Switched (CS) users, as well as high priority Voice Group Calls (VGCs), good access to the network. This is achieved by means of either removing connections of low priority users from a congested cell (pre-emption) or by putting high priority connections into a queue with prioritized access to released channels. In some countries the pre-emption method is prohibited, but in general both methods can be used together. Pre-emption is then the first alternative, but when no channels in the cell are allowed to pre-empt then the high priority users can get queued in priority order waiting for traffic channel access.
