This document clarifies the feasibility to use a second carrier as a single cell or in
clusters, as method for increasing capacity in a highly loaded sector or area. All
information is based on field experiences in live loaded networks.
This document is aimed for cell planners as an aid in the planning and tuning
process of the Inter-Frequency HandOver (IFHO), Inter-Frequency Load Sharing
(IFLS) and idle mode functionality in the WCDMA system. The scope of this
document is to provide guidelines describing how to understand and implement
inter-frequency functionality, including UE dependencies. The methods described
here can be used for high-level traffic distribution scenarios as well as detailed
parameter tuning activities. This document assumes that there is some capacity
need for a second carrier.
