WCelState
This parameter indicates whether the cell in question is functional or not. The parameter value determines the reason why the cell is blocked.
Internally (RNC RNW database), this parameter is a bit structure, in which every bit represents a different reason for why the cell is blocked. There can be several simultaneous reasons for why a cell is blocked. Its possible states are presented below:
- WO (working)
- BL-USER (blocked by the user, U)
- BL-WF-COCO (blocked because COCO is not yet created, W)
- BL-FL-COCO (blocked because of a failure in COCO, C)
- BL-WBTS (blocked because the BTS has sent disabled state information, B)
- BL-SHUTDOWN (blocked because the BTS is shutting down, H)
- BL-SYSTEM (blocked because of a system failure, S)
- BL-INIT (blocked because of initialisation, I)
- BL-FL-LINK (blocked because of a Common NBAP link failure, L)
- BL-FL-MEAS (blocked because of common measurement failure, M)
- BL-LO-WBTS (blocked by the user locally from WBTS, Ub)
- BL-NO-CELL (blocked because the cell does not exist in WBTS, N)
