在E-UTRA中，PLMN選擇原則建立在3GPP PLMN選擇原則基礎(chǔ)之上。當(dāng)從EMM_DEREGISTERED切換到EMM-REGISTERED以及從ECM-IDLE或ECM-CONNECTED時(shí)，需要進(jìn)行小區(qū)選擇。
小區(qū)選擇：
·
UE NAS識(shí)別選定的PLMN以及等效的PLMN；
·
UE搜索E-UTRA的頻帶，識(shí)別每個(gè)載頻的最強(qiáng)小區(qū)。它讀取小區(qū)的系統(tǒng)信息廣播，以確定其PLMN。
·
UE依次搜索每個(gè)載波（“初始小區(qū)選擇”），或利用所存儲(chǔ)的信息來(lái)縮短搜索時(shí)間（“所存儲(chǔ)信息的小區(qū)選擇”）
·
UE尋求識(shí)別一個(gè)合適的小區(qū)，如果無(wú)法識(shí)別到合適的小區(qū)，它將尋求識(shí)別一個(gè)可接受小區(qū)。當(dāng)找到合適的小區(qū)時(shí)，或者如果僅找到一個(gè)可接受小區(qū)，它將駐留在那個(gè)小區(qū)并開(kāi)始小區(qū)重選的過(guò)程。

合適的小區(qū)是所測(cè)量的小區(qū)特性滿足小區(qū)選擇準(zhǔn)則的小區(qū)，小區(qū)的PLMN是選定的PLMN、注冊(cè)的或一個(gè)等效的PLMN，該小區(qū)沒(méi)被禁用或保留，該小區(qū)不屬于“禁止漫游跟蹤區(qū)”列表中的跟蹤區(qū)；

可接受小區(qū)是所測(cè)量的小區(qū)特性滿足小區(qū)選擇準(zhǔn)則的小區(qū)，該小區(qū)沒(méi)被禁用；
轉(zhuǎn)換到RRC_IDLE：
一旦從RRC_CONNECTED轉(zhuǎn)換到RRC_IDLE，UE將駐留在最后一個(gè)小區(qū)內(nèi)，對(duì)于該小區(qū)它處于RRC_CONNECTED狀態(tài)，或駐留在由RRC在狀態(tài)轉(zhuǎn)換消息中分配的頻率或小區(qū)集合中的某個(gè)小區(qū)或任何小區(qū)。
從超出覆蓋范圍的恢復(fù)：

該UE將按照所存儲(chǔ)信息描述的方式或上述初始小區(qū)選擇方式，嘗試找到合適的小區(qū)。如果沒(méi)有在任何頻率或RAT上找到任何合適的小區(qū)，UE將嘗試尋找可接受小區(qū)。

LTE CELL SELECTION OVERVIEW

Theprinciples of PLMN selection in E-UTRA are based on the 3GPP PLMN selectionprinciples. Cell selection is required on transition from EMM_DEREGISTERED toEMM-REGISTERED and from ECM-IDLE or ECM-CONNECTED.
Cellselection:
·
TheUE NAS identifies a selected PLMN and equivalent PLMNs;
·
TheUE searches the E-UTRA frequency bands and for each carrier frequencyidentifies the strongest cell. It reads cell system information broadcast toidentify its PLMN(s):
·
TheUE may search each carrier in turn (“initial cell selection”) or make use ofstored information to shorten the search (“stored information cell selection”).
·
TheUE seeks to identify a suitable cell; if it is not able to identify a suitablecell it seeks to identify an acceptable cell. When a suitable cell is found orif only an acceptable cell is found it camps on that cell and commence the cellreselection procedure:
·
Asuitable cell is one for which the measured cell attributes satisfy the cellselection criteria; the cell PLMN is the selected PLMN, registered or anequivalent PLMN; the cell is not barred or reserved and the cell is not part ofa tracking area which is in the list of “forbidden tracking areas for roaming”;
·
Anacceptable cell is one for which the measured cell attributes satisfy the cellselection criteria and the cell is not barred;
Transitionto RRC_IDLE:
Ontransition from RRC_CONNECTED to RRC_IDLE, a UE should camp on the last cellfor which it was in RRC_CONNECTED or a cell/any cell of set of cells orfrequency be assigned by RRC in the state transition message.
Recoveryfrom out of coverage:

TheUE should attempt to find a suitable cell in the manner described for storedinformation or initial cell selection above. If no suitable cell is found onany frequency or RAT the UE should attempt to find an acceptable cell.
