根據(jù)規(guī)范通信運營商必須為公共安全提供應(yīng)急通信，并做為首要的任務(wù)；在IMS/SIP系統(tǒng)中提供該類服務(wù)的就是PSAP （Public-Safety Wnswering Point ）
PSAP意為公共安全通道或公共安全接入點，是“基于IMS的應(yīng)急通信”；它通過即時信息網(wǎng)絡(luò)進行緊急呼叫，而不是通過CS呼叫。終端可以在注冊的網(wǎng)絡(luò)運營商下進行PSAP調(diào)用，也可以不使用USIM (即不在網(wǎng)絡(luò)中注冊)進行 PSAP調(diào)用。PSAP的應(yīng)用涉及到終端和無線網(wǎng)絡(luò)的參數(shù)設(shè)置及相關(guān)信息；

3. 無USIM卡終端PSAP業(yè)務(wù)流程
終端由于無USIM卡，在發(fā)起PSAP業(yè)務(wù)請求時，網(wǎng)絡(luò)對其注冊和PDN建立使用IMEI進行標(biāo)識；
